Joaquín E. Jácome Diez – Founder | Senior Partner

Joaquín E. Jácome Diez is the founder and senior partner of JACOME & JACOME,  a legal advisor at ECONOGRUPO, and a diplomat (as Charge D’Affaires) in the Kingdom of Sweden, Denmark, Norway and the Republics of both Finland and Lithuania.

Mr. Jacome obtained a LL.B in Law from the University of Los Andes in Bogota, Colombia and an LL.M in International Law from the University of Stockholm, Sweden.

In the public sector, Mr. Jácome served as Minister of Commerce and Industries (1999-2004).  His duties consisted of high level negotiations in the agriculture, energy , investment, maritime, tourism sectors, as well as in the dispute resolution and international arbitration.

In his time as Minister, Mr. Jácome was tasked with devising a strategy to negotiate with the Executive and Legislative Branches of the United States of America, with the purpose of committing to a Free Trade Agreement between Panama and the US. In relation to the Free Trade Agreement, Mr. Jacome formed and led the official and private teams in charge of the negotiations.  As Minister, Mr. Jacome undersigned the Central America-Panama Free Trade Agreement, and led International Trade Negotiations with Colombia and the Dominican Republic.  Mr. Jacome spearheaded a team that conceived an aggressive Trade and Investment agenda, geared towards the Asia-Pacific Region.  As a direct result of said strategy, Panama became the first state to negotiate a Free Trade Agreement with Taiwan, as well as developing a strategy to negotiate and bring into force a Free Trade Agreement with Singapore.  These agreements propelled Panama to be the undisputed hub for commerce and services in the region.

Mr. Jacome served on the Board of Directors of the Colon Free Trade Zone, The National Bar Association of Panama, The Panamanian Tourism Institute, The Authority for the Small and Medium Sized Businesses, The Commission for the Permanent Secretariat of the Free Trade Area of the Americas, was President of the Organizational Committee for the 2003 Miss Universe Pageant and is a member of the Panama Association of Maritime Law.

In 2005, Mr. Jacome was selected for the prestigious Yale World Fellows Program, at Yale University in New Haven, Connecticut, United States.

Currently, Mr. Jacome exercises law in the Republic of Panama, and specializes in the International, Corporate, Maritime and Foreign Investment areas of legal practice.  Mr. Jacome is also a regular contributor of the Latin American Advisor, daily newsletter published by The Interamerican Dialogue.

Vanessa Barsallo De Jácome - Senior Partner

Dr. Barsallo obtained an LL.B from the University of Panama, where she graduated Magna Cum Laude (1991), as well as a Superior Diploma (1992) and a Ph.D in Law with a focus on Commercial Law (1994) from the University of Paris, Paris II.

Gissette Muñoz de Robles - Associate

Mrs. Robles earned an LL.B from the University of Panama (2001), after graduating, she partook in a Postgraduate Course of Commercial Law (2002) at the Latin-American University of Science and Technology, where she later on earned an LL.M in Corporate Law (2003).
